Transforming Health & Safety with Targeted and Reliable Metrics

BSA Limited (ASX: BSA) is an Australian public company that provides national communications and utilities infrastructure and property solutions. FEFO Consulting partnered with BSA over several years to lead a positive health & safety transformation. A key enabler for this transformation was applying the Health and Safety Index (HSI) to measure, focus and target improvements that matter.

Challenge

BSA Ltd were reliant on lag indicators, struggled to prevent high-potential incidents (HIPOs) and were seeking innovative methods embed leadership behaviours to drive safety excellence across a dispersed workforce. Despite having established systems, BSA Ltd needed a credible, data-driven approach to benchmark performance and deliver meaningful change across diverse teams.

Solution

Solutions included:

– Benchmarking safety leadership, systems, engagement and wellbeing in an integrated manner
– Identifying behavioural gaps and psychosocial risks
– Targeted initiatives including leadership development, critical risk control management and mental health projects
– Tracking progress using reliable, data-driven metrics
– Making informed choices on strategy and resourcing.

BSA Ltd also reported Health and Safety Index results to shareholders as part of Annual General Meetings (AGM’s) and investor updates.

Outcome

Key operational outcomes included:

– New Critical Controls: An average of 9 per high-risk activity.
– Simplification: Document size reduced from 21 pages to 4 pages.
– Conformance: Improved from 17.5% to 100% compliance with Federal Safety Commissioner (FSC) requirements
– Index (HSI): Climate survey improvements from 75 (Capable) to 83 (Strong) over a three-year period.
